About Bill Ingram
Bill Ingram brings a unique blend of expertise in computational analysis, digital preservation, and scholarly communication to CPIT’s mission of advancing Public Interest Technology (PIT). His research focuses on developing innovative methods to leverage large digital collections in libraries and archives, with a particular emphasis on electronic theses and dissertations (ETDs). Unlike standard research articles, ETDs are multi-chapter works resembling books, offering a wealth of untapped knowledge and data. Bill’s work aims to apply information extraction, classification, and summarization techniques to this rich academic corpus, facilitating discovery and promoting equitable access to these valuable resources.
Bill’s academic and professional background is rooted in a commitment to advancing PIT. He holds a B.A. in Cognitive Science from the University of Virginia and an M.S. in Library and Information Science from the University of Illinois at Urbana-Champaign. His expertise in digital preservation, repositories, and digital libraries makes him a key contributor to CPIT’s initiatives, such as developing AI ethics education tools, data ethics consulting, and algorithmic auditing services for civic institutions. Bill is currently pursuing a Ph.D. in Computer Science at Virginia Tech, where his research, under the supervision of Professor Edward A. Fox, focuses on applying Natural Language Processing (NLP) and machine learning to large-scale scholarly data.
In 2019, Bill was awarded a 3-year National Digital Infrastructures research grant from the Institute of Museum and Library Services, supporting his work in creating computational methods for large ETD corpora. This research enhances the discoverability of academic knowledge, aligning with CPIT’s mission to leverage technology for the public good. His work directly supports CPIT’s goals of fostering ethical technology integration and promoting accessible knowledge ecosystems.
Bill’s expertise in machine learning and deep learning extends CPIT’s ability to address public interest challenges across industries, from cultural heritage organizations to institutions of public knowledge. His leadership is instrumental in advancing CPIT’s development of AI Governance Boards, data ethics consulting frameworks, and AI-based tools for public awareness.
